What's New

Mileage allowance for transportation to obtain medical care has been increased to 27 cents a mile. Parking fees and tolls are also included.


RECENT IRS COMMENTS:

Birth Control: This includes condoms and spermicides.

Massage Therapy: A letter from a doctor certifying that the individual has a medical condition (specific injury or condition, not for relieving stress or depression), and that the massage therapy is being used to treat the condition.

Form 5500: The IRS recently issued a Special Advisory that announced that Cafeteria Plans are no longer required to file Form 5500. This applies to all past, current and future plan years. I feel that the IRS will soon devise another reporting method that makes more sense, however nothing has been announced yet. It is important that we continue to keep accurate records in anticipation of this announcement.

The IRS announced that over-the-counter drugs can be reimbursed by Health FSA's (and HRA's). The Ruling concludes that a Health FSA was authorized to reimburse an employee for purchases of an antacid, allergy medicine, pain reliever and cold medicine from a pharmacy, none of which were purchased with a physician's prescription.

Benefit News

HSAs
Health Savings Accounts (HSAs) can be offered through a Cafeteria Plan. HSAs are tax-favored vehicles that individuals with high deductible health plans may establish to pay for certain medical expenses.

HRAs
Health Reimbursement Arrangements (HRAs) allow employers to make tax-free reimbursements for medical expenses not covered by another health plan. Most employers use HRAs to self-insure a portion of the deductible, but the HRAs can be used for a broad ray of medically necessary expenses.
